It is a housing that covers a vibration damper to reduced wind driven vibration of the line.

That mentioned ball cannot damp vibration of wire; in opposite creation of vibration due to wind resistance is one of its disadvantages.
Please note, we usually see that warning ball on transmission line in crossing autobahn which the emergency landing of airplanes or other flyer is possible.

they help pilots notice the power lines to keep off.they are bouys,not are stokebridge dampers
